Formats one or more citation keys as "Ref./Refs." followed by footnote markers. A single key gives the {{onlinecite}} marker; several keys go in one pair of brackets, "Refs. [1,2]", the way a physics paper cites them, each number keeping its own footnote link and tooltip.
